adjourn the 112th congress without providing assistance to the victims of superstorm sandy. i am joined today, mr. speaker, by many of my colleagues from the jurisdictions that -- whose people received the most damaging blow. though my district did not sustain the extreme damage that those in new york, new jersey, and connecticut did, the president declared several maryland counties eligible for federal assistance from this storm. but it was minor, and my citizens are not in dire circumstances. but the citizens of some who we'll hear from today are in that condition. those counties joined hundreds in the 1,000-mile diameter of this storm, the largest geographicically in the history --geographically in the history of the atlantic hurricanes. now at best the speaker said that sandy's victims will need to wait until the next congress to receive assistance. wait. they say to millions who are in pain and in distress. we should not be waiting, mr. speaker. we should be voting this very morning, which i tell you, mr. speaker, i expected to happen from my discussions with the majority leader. a

after a storm as devastating as hurricane sandy. and it's important to understand -- i think that many things have whopped the ability of the states and local communities to deal with some of the effects of this. that is why the sandy emergency supplemental is before us attached to h.r. 1 and why we will be voting on that, i assume, tomorrow. there are two versions before us. one is the senate democrats emergency supplemental proposal. that totals $60.4 billion. it includes nearly $13 billion in mitigation funding. now, that goes for the next storm, not this storm. $3.46 billion for army corps of engineers, $500 million of which are projects from previous disasters, $3 billion to rare or replace federal assets that do not fall in the category of emergency need, $56 million for tsunami cleanup on the west coast, which, of course, does not relate to sandy, and a lot of new authorizing language for reform of disaster relief programs which i would support through the regular process. but without having gone through the authorizing committee, i don't think that's a good idea. our proposed a

a controversial decision by house leaders to not take a vote on hurricane sandy relief. some members of congress on both sides of the aisle are speaking out. first the big story on capitol hill and for the country this morning, a bill to avert the fiscal cliff awaits president obama's john hancock. around 11:00 p.m. eastern last night, the republican-led house gave final approval to a deal that will raise taxes on the wealthiest americans, and postponing the automatic spending cuts for two months. the package, which would be signed by the president as early as today preserves the bush era tax cuts for individuals who earn less than $400,000 a year and households earning less than $450,000. it extends unemployment benefits for a year and does not do a bunch of other stuff. it passed by a comfortable margin but only because a majority of yes votes came from democrats. 172 democrats voted in favor. 16 opposed. 151 republicans voted against the bill. only 85 voted in favor. in recent years, republican speakers of the house refused to bring bills to the floor unless they got a majority support from r

by super storm sandy, including $12 billion to repair the new york and new jersey transportation system, and strengthening them. but it faces uncertainty heading into the house. we have more from molly. >> reporter: yes, it's passed the senate. there are a couple of reasons why it might languish in the house -- the fiscal cliff and the amount of the bill. the fiscal cliff is sucking all the oxygen out of the room. it is possible that the sandy relief bill could be tacked on to any other bill, it is not certain. also, some conservative lawmakers want a smaller bill to go to the recovery, not the one passed by the senate. with the tight economic situation, they may want to scale it back or include spending cuts elsewhere to offset the cost of the aid package. when it was going through the senate, 12 senate republicans voted for passage of the sandy bill. the rest voted against t. now te possible holdup in the house has led governors of new jersey, new york and connecticut, to lean on the lawmakers, writing, so the question to each and every member of the house is, if this storm had struck

the fiscal cliff deal just stopped. superstorm sandy destroyed 72,000 homes, but congress failed to act on the recovery bill there. the senate approved a 60 million dollar measure friday, the house did not vote on it. both republicans and democrats from the northeast especially, they're not happy with it. here is new york congressman michael grimm. >> and lost family members and now, i have to go home and tell them their new years gift they're going to wait even longer, even longer for something they should have had over a month ago. stuart: okay, fair point, but look, we've got to point out that the senate bill was loaded with pork, help for alaska's the vote was not taken on the sandy relief measure. you remember the newspaper that published the names of gun owners in new york counties? those gun owners were outraged. now, you won't believe how that newspaper is responding. that will be new at 10. and also, the top of the hour, the n.r.a. calls for armed guards in every school and now one town in new jersey, following through with its plans to put guns in schools starting today. back
